I have a 1993 Evinrude 120 the seater won't turn over wit key , all gauges and horn works when I turn on ignition , engine will start with button on starter solenoid , replaced solenoid and ignition switch , but still no luck , some had done some wiring on boat when I go it , so I'm not sure how the ignition should be wired, any tips or can anyone tell me what wires should go where on the switch , thanks

Sounds like your neutral safety switch is not working which is in the control box. Has yellow/red wires going to it.

Is their a way to bypass it to see if that's what it is? If it's bad I'll replace it just trying to trouble shoot it

Find the red/yellow wires going into the control box and by-pass them.

Just to clarify, and not step on Boobies toes, by bypass he means you would bypass the switch by temporarily joining the two ends of the yellow with red stripe wire together there by eliminating the switch. Caution, make sure boat is in neutral because it may start.
