Evinrude E2RCOC Throttle Lever Electrically HOT!

I have a 1985 Evinrude 2 hp, E2RCOC. Nice little engine.
I am getting shocked when I touch the throttle lever. I have no idea where the voltage is leaking from.
I found a weak connection between the magneto coil and the spark plug wire, so I trimmed the end and reattached. While the wire was out of the coil, I re-insulated it, encased it within another rubber hose.
I am still getting shocked.
Any ideas why the plate is hot and what I should do about it?

My guess is that the mag is grounded to the stator and the stator is not adequately grounded to the block.The throttle is connected to the stator.

If you don't have a kill button I would mount one on the tiller and use it to ground the points when you stop her.

You might try firing it up in the dark of night as it will be easier to see spark jumping where it shouldn't. Best of luck. Get some good rubber gloves in the mean time. LOL. Rick.

JB,
Are you proposing the wire from the coil to ground is broken within the coil assembly? To fix that, I'd have to replace the coil, or install a kill switch, right?

No, JD. If that were true I don't think she would run. I would look for a corroded or loose connection on the stator plate itself.

Well, I did a couple things and I'm not getting bit anymore.
First, I tightened the plate. It seemed to wobble and to be loose enough to snag and scuff the flywheel on the way by. It's harder to slide, but, there's no more wobble. Second, I insulated the bottom of the coil against the plate with electrical tape.
No more shocks.
