It's a 1974. Use Champion UL81J Plugs. Gap is 0.030.

the plug that peter o recommended is correct. by any chance are you fouling other plugs. i have a 76 9.9 evinrude that had me about crazy. i'm now running the cross referance ngk and it is a totally differt engine. i was told that the 74 had a weaker ignition than my 76. good luck
