evinrude 9.9 won't start?

hello i have an 84 evinrude 9.9. Been rebuilding this thing and got it running great out of a barrel last week. Started on first pull.Put it on boat and took it to a small lake around my house just to test it out. Get on water and it won't start? Wanted to ask questions first before i try to trouble shoot? So i just got home and i checked the fuel tank, which is the plastic Neptune brand, the vent screw was open, but out of curiosity I unscrewed the main lid an instantly it released air? could that have been the problem? Temperature here is 86 degrees and i had tank hooked up to motor all the way to the lake, which was about 30 minute drive, Thx sorry for the long post.

Try it again in the barrel. See if the primer bulb pumps fuel through to the carb (should hear it filling). Leave the tank cap loose.

I changed back to my old metal can and adjusted the low speed needle. It didn't want to start in neutral, put it in fwd and advanced the throttle a little more and it fired up.Running fine now in barrel. Gonna take it to the water tomorrow. I took plugs out and the top plug is clean, the bottom plug is oily and black. What is the cause of this? too much oil mix? I'm running 50:1 about 5.5 oz to 2 gallons of gas. This motor hasn't ran in years, but when i had the head off i cleaned the piston walls as good as i could. Thx

Is the roller first touching the timing plate cam at the mark? Along with checking link and sync, might not hurt to pull the flywheel and check the key to see if there is a timing issue. Possibly a weak flywheel magnet(?)

Yes I adjusted the roller. It’s idlling down pretty low at the moment. How would I check flywheel magnet? What about the oily plug?

Just dangle a small screwdriver in front of the magnet -- should grab it. (Very rarely an issue, but I had one a couple of years ago -- something you don't usually check.)

First thought on the oily plug is that it's not firing.

Is there a specific way to adjust timing since it’s CDI ignition? Is it just the roller and timing plate?

Thx. Oldboat1., I took it out today and it ran great.. Idled down nice and low.. Thank you all for your help and advice. Now I’m getting ready to finish up the 7.5.
