Evinrude 7.5 air silencer screw?

Hey guys, 1982 evinrude 7.5, just got this motor started and running today after replacing the powerhead..Putting everything back together now. Is there a trick to installing the screw on the air silencer without having to disassemble the top of the rewind starter.. thx.

ok guys maybe i need to try and explain it better. My rewind starter pawl is blocking the screw hole. Has anyone figured out a way to bypass this? I tried to post a pic but it wouldn't let me. sry

Adjust the throttle. That pawl is the lockout so you can’t pull cord at high throttle setting.
