Evinrude 6hp vs 9.5 performance question

I've spent the summer fishing from a Plastic 10' boat like this one http://mywebsite.register.com/db1/00081/dndmarine.com/_uimages/10.2.jpg running a '73 evinrude 6 hp fixed up with the help of members here.

The struggle has always been getting any speed/rmp out of the 6hp. A final prop change got it running above 4K and about 8 mph. The little 6hp sounds strong and runs without any issues, just no speed.

Now......... I kept debating and looking. 7.5 didn't sound much bigger to give better results. Finally, I bit and bought a '67 9.5 off Ebay - not running. $152
Rebuilt carb(no parts) Made missing choke Rod/knob. Installed (2) transom screws. Total $45

Just took the boat out with the 9.5. Manuvered around near the ramp a bit to feel it out. Next I made a 2.6x mile run WOT up river. Then returned WOT to the ramp. Both trips took exactly 15 minutes.

My calculations put this about 12 mph. Is this even feasible if both motors are in good condition?

I am very pleased with the 9.5 and would like to keep it on the boat. One problem is the manufacturer only rated it at 7hp. The same manufacturer rates it's 4" longer sibling with the same construction for 15hp.

Also - newer motors are rated at the prop. That said, would the 9.5's hp be in a gray area near newer 7.5hp specs?

I have read alot about the 9.5, most compare it to a modern 7.5 for power and they also said the cranks didn't stand up as well as the 9.9. I guess it's a legal thing at this point, if you can avoid the law with the motor on it go for it. Plus the 9.5 (I have a 65) is a really light motor and would probably compare to the weight of a 7.5.
