48 SPL Evinrude 1994 48ph two stroke outboard boat sat over winter in central florida for about 8 months with out being winterized. I cleaned the carbs fully (did not need new carb kit just really good cleaning) Changed Plugs , Cleaned Gas tank refilled with regular gas 50/1 oil mix and was not getting above 3000 RPM's and now added water/fuel seperator and recleaned the carbs and installed new fuel bulb on the fuel line and now only getting about 3500 RPM's this is on a Pontoon boat and will not get up on a plain and only gets boat moving about 12 miles an hour. Under the hood there is a red Knob on the side of a black round thing and if I move it up I think it changes the spark and I can get about 4000 RPD's out of it but still not running right. If I rev the motor from an Idle it will get up to about 5000RPM for a second then fall back to about 2500 RPM's and it seems to bog down like it is Flooding.and only speeds up when back off on the gas. it has a little fluctuatin on the reving when wide oopen but very little and there seems to no skips in firing of the plugs and no rough idle. I do not know what the red knob thing is really for and also on the right side of the motor just below the hood on the outside is a panel that has 2 buttons one pointing up and one down I also have no idea what these do. I really cant afford to take this to the Shop and would really appreciate any
