Evinrude 4 hp gearbox oil milky

Restored to working condition and noticed oil was milky so replaced the o ring and the 2 seals which fit over the shafts....filled up with oil and tested in water bucket and water is still getting in.....any ideas?

You dont say what year or give the model number .
If there are two seals on the drive shaft and two on the prop shaft did you fit them correctly ie back to back so that one faces in and one faces out.
Did you replace other gaskets and O rings ( Propshaft bearing housing to gear case, and impeller housing to gearcase, shift rod seal )
Did you fit new seals to the oil drain and filler plug(s)?

Are the shafts worn?

Hi It's a 1974 b4436r model and they are only the 2 seals and the o ring As for fitting them I removed the old ones and drifted the new ones in with a socket on top and knocked them in As for the shafts they look ok as the gears are pristine If I have to replace it will not be worth it so I probably replace oil each outing etc
