Could use some help troubleshooting an issue with "overcharging"?

Walk-around 24 ft boat with a 1995 225 evinrude oceanpro

Took boat out for a ride and noticed that while running at 42-4300 RPM (WOT) on tach, my dash volt gauge was pumping beyond the "green" zone. Was jumping around intermittently from "15-17".

Happened to have voltmeter on board, had a buddy check both starboard and port batteries, both up at about 16-16.5 while running at this rpm.

At 3800-4000 rpm, it appears to be charging at 14-14.5.

Any advice on possible causes for "over charging" while running hard? Is this normal? Will it damage motor or batteries?

Rectifier\regulator had gone bad 1 year ago, mechanic replaced with new CDI. 75 hours old now.

If it has a regulator, it should not be overcharging. But the non-regulated systems did go up into the 16V range.

If you have the OMC volt meter for that year a lot of those were very inaccurate. You have a regulated charging system. Check all your battery cable connections on both the batteries and the mtr for being good, clean and tight.
