Start with the basics. Check ALL of the fuses on the motor. If your CE light is staying on that means the EMM has set and stored a fault code. You can read the code either using the diagnostic software or by a process where you disconnect the throttle arm and set the TPS to full scale by moving/holding the throttle arm full over then turn the key on. The code will flash on the CE light.

Not sure what the power tune could do that would cause the motor not to start unless it damaged something in the EMM, but I don't see how. I wouldn't try to override the starter as you are trying to do since it's controlled by the EMM. Even if you do manage to crank the engine by running the starter, it will never start since the coils and injectors are controlled by the EMM and all you'll prove is that your engine is not seized and that your starter works. If EMM doesn't supply the signals to the rest of the motor, it will not start. You need to find the source of the CE light code before you do anything else.
Hopefully you didn't damage the EMM by connecting directly to the starter.

IF the CHECK ENGINE light is flashing when the key is ON, then you let the motor "run away" in neutral and you yanked the throttle back or sprayed a different carbon cleaner that Evinrude Engine Tuner into the air intakes.

It is called a code 57 and a dealer with a laptop has to reset the engine computer for the motor to start again. It is a safety feature is the motor ever starts to "run away" if gasoline or other flammable substance is introduced into the engine from a leaking fuel pump or a spray. The EMM sees a high rpm but the throttle is low, so it shuts itself down for safety.

If the light is steady, then chances are there is something in the engine fuel filter making it turn on the water in the fuel code. The other thing it could be a sensor, voltage, or EMM problem that just developed.
