When running the motor with earmuffs on I'm getting soot on the prop. 2 of the spark plugs are fouled with soot. Is this anything to worry about?

Likely burnt 2 stroke oil. How does it run in the water ?? When was the last time you gave it a basic health check ???
Compression, spark, fuel delivery etc.

I just bought it. I'm concerned that the soot on the prop is a problem

If you just bought it a good decarb wouldn't hurt.

when you say "soot", do you mean powder, or just the everyday oily residue you typically see from a two stroke ob?

4 plugs are oily, the other two are black powder soot covered.

A good factory manual would be a great investment if your planning to do the work it will save you money in the long run

I don't mean to hijack this thread - I have a 200 v6 oceanpro - when running the engine in the yard, out of the water, there is quite a bit of smoke, but after a bit, it settles down - all 6 plugs seem to be working fine and there is no soot residue.

out of curiosity, how big / heavy is the boat, and whats your consumption like? i burn around 10 to 11 US gallons an hour cruising.

The rule of thumb is 10 % of the hp of the mtr at wot. So that would mean 20 gal / hr. You must not be running this mtr at wot. It may be a good idea to start your own thread. Read the rules at the top of the forum Thank You.
