Evinrude 2 Won't Idle

I'm stumped.
1985 Evinrude, 2 hp, E2RCOC.
This ran very well before I opened it. I thought I was performing routing maintenance. lol
Went through a list of issues to bring it back so to speak; lower seals, impeller, points, condenser, carburetor rebuild.
Once completed, I put it in a barrel and started it up. Runs great at starting speed or higher (ignition advance up). Once the throttle is moved to below the start position, the engine dies. It will not idle.
I went through the carburetor a second time (but this second time no new welch plug). No difference.
I notice blue-green foamy stuff on the choke side of the carburetor. Looks like water and fuel mixed together. Not very much, more residue coating the choke plate. Why in the in choke side?

I had the same issue when putting together an 18hp. I had a "parts" carb and fired the motor up and idled with it. Tore the original carb down for the third time and found crud on the idle side. Once back together it runs like a champ.

Back at it.
Had the carb off and went through it again. No change. I will remove it and try again.
actually runs worse, now like it is starving more. High speed now needs nursing to keep it running.

In the mean time, there is some aqua colored foam in the carb choke area. I also see a little of the same in the cylinders looking in from the spark plug hole. Looks to me like water mixed with fuel. Is there a chance that water is entering the cylinder and snuffing the system to only run marginally at high speed? Perhaps a compression test is in order.

Any other ideas as I re-address the carb?
