Evinrude 1971-4HP not sure where parts go

Hello all. I am replacing plug wires on the above motor and have run into a snag. Under the magneto behind the recoil there is a small clamp (part # 31 Grounding Strip) and it appears to hold the two wires up to the bottom of the magneto plate. Is that correct cause I don't see what it could be grounding. There is a second piece of metal held with the same screw ( part #26-Clamp Ht lead). It looks to be stainless steel and rather thin. I've no clue what it's purpose is and what direction to place it. If anyone knows I would sure appreciate some direction. Thanks to all. Rick.

Well it looks to me like they got the parts book screwed up. AS PICTURED, #31 is the clamp for the HT leads. As for the grounding strap, I'm not familiar with that part. I'm guessing it grounds the armature plate to the mounting ring or something. Maybe it prevents the operator from gettng a shock off the throttle lever????? Just guessing. The factory service manual makes no mention of it at all.

I had not thought about the part names being screwed up but I think your right. It appears it would reach to the armature plate so perhaps it grounds it? Wish I had bent over a little further to remove the screw. Didn't see part #26 till it came out with the screw. Rick.
