Evinrude 150 XP Milky Fluid in Carb

My cousin changed my plugs the other day and told me a wave had gotten in to the engine compartment. The boat was running fine before the incident. However the motor will only run for 30 seconds before stalling now. The plugs are soaking wet every time I remove them after trying to crank it. Yesterday I took the air intake cover off and notice a pool of milky water in the bottom of it. I had thought that the wave had washed into the air intake vent and created the pool of milky water ,however I removed the intake cover today and notice the same pool. I cranked the motor with the air intake cover off and noticed the milky fluid was coming out of my carb. Between the wave splashing into the motor and the motor cover being off during two days off rain I know that water got into my system. I'm not sure where. I've tried taking out the plugs and cranking it hope the water would come out. I just added a fuel additive to remove the water in if there is any in the gas tank. I don't think it would be a blown head gasket. Let me know what you think and what I should do. Thanks

Possible the water made it's way into the fuel tank or the remote oil tank. Both are vented. You can take a fuel sample to check it. The oil tank is semi-transparent and you may be able to see water at the bottom of that tank.
