Evinrude 150 wont run in the water

I have an 89 Evinrude, I just overhauled the carbs. The motor runs like a scalded ape in the driveway with the boot. as soon as it hits the water it acts the fool. If i put it in gear the boat dies. With the warm-up lever it runs good. I have replaced fuel filter, primer, plugs, gas, cleaned fuel pump, and re-built the carbs, nothing has seen to fix this annoying problem.<br />I am suspecting a powerpack?? Anybody want a used 150 hp motor for an achor??
