Evinrude 150 had vro pump replaced and ran fine first 4 times out-last time out put fuel system cleaner in with 12 gals new fuel-ran fine on way out to fish-coming back to ramp would not come to full speed-have cleaned fuel filter, replaced water separator filter and drained fuel tank looking for water and dirt-found none. Also when engine is started and primer is pushed small amt of gas squirts around tire valve stem-engine runs fine on muffs but hard to tell if it is bogging when not pushing boat. What is fogging and decarbing

Let me address your two last items.

Fogging is spraying a special aerosol oil solution into your fuel system, carb, cylinders, and on spark plugs as the final part of storing your engine for the winter. Starbrite and others make fogging oil and the cans have instructions on them. Basically, the oil coats the engine internals to prevent rust and sticking during long storage.

Decarbing is using a special bottled chemical agent to add to your fuel tank or pour down your carb to loosen and expel carbon deposits that build up in all engines' combustion chamber. All major engine manufacturers make decarbs. The brand "Seafoam" is also widely used in cars and boats, and is found at most auto supply stores.
