evinrude 15 horse 15014-23926

[its miller time]

i have a evinrude 15 horse fastwin boat moter runs good except when u turn throttle towards shift or slow it will stall out. could the slow jet valve needle need cleaning?

Most likely the whole carb, especially the idle circuit.
