Evinrude 115 Power Problem

We recently had someone go over our 1978 Evinrude 115 motor, tear down and clean, new rings, etc., etc. Seems to run great out of the water but when you get her on the lake she does not have any power. Can't even pull the boat out of the water to plane. Any suggestions as to what could be contributing to our problem would be greatly appreciated. If you are sure the basics are correct (linkages opening all the way on throttle and the timer base -- carbs clean -- right spark plugs etc) they may have killed the timing to cover themselves on warranty issues. Or put late model heads on it and still reduced the timing. <br /><br />Check the things Schematic suggested the check the part numbers on the heads and check the timing at WOT and post the results.<br /><br />Good luck!
