Evinr 25 water flow problems

Have a 76 25hp long shaft on a 16ft alum fishing boat. Water flows out hole in back of shaft housing when boats not moving. (any rpm) Flows fine when boats on lift in gear. (any rpm) When boat gets to 1/2 - full plane water flow stops at hole in back of shaft housing. When boat comes off of plane, water flow resumes acompanied be steam and hissing until water cools. I've put in new thermo, clean water tube, added "Dolphin" device to cavitation plate. (helped a little)<br />New intake screen. Could the prop area be setting to low in the water because of the long shaft? Could it cause this problem? Is water supposed to continually come out of this outlet hole? Any help would be appreciated. Thanks

It's normal....once you start getting any speed a vacumm is created at the lower water exhaust and it pulls all the water out under water.
