Engine: Evinrude 150 hp 1988, 2 stroke (I mix 50:1 in fuel tank).

Problem: Flywheel does not turn clockwise.

At first I thought there was something wrong with my starter, I had that rebuilt and put that back on. I made sure I had good charged batteries and good clean connections. When I go to start the engine, the bendex rises, however the flywheel does not turn.

I have even tried removing the spark plugs and tried with a 1 1/4 inch socket over the flywheel nut but the flywheel does not turn.

I removed the lower unit, and the main drive shaft rotates just fine when I turn it by hand, however the flywheel still does not turn.

Is my engine seized? Any way to unseize it? Recommendations?

It is seized. Remove the flywheel first to make sure nothing is jammed in there. If nothing is wrong under the flywheel, then remove the cylinder heads and see what the condition of the cylinders are.
Has this motor run recently?

You have to find out what is wrong with it first... it could be as simple as a piece of ignition hardware broken and jammed up under the flywheel. Or there could have been a water leak in a cylinder and one of the pistons is rusted into the cylinder, or a connecting rod could be broken.

Will it turn at all if you go counterclockwise? (You normally don't want to do that because the impeller might not be happy, but with the lower unit removed that's not a concern).
