Engine wont turn, frozen

Took the Suzuki 70 out of the back yard, runs great but the engine wont turn appears to be frozen. Disconnected the steering cable and it is perfect. How do I free up the engine so it will steer, Thanks

Statement is not real clear, but I think this is a steering question and not a motor question.

Motor starts, runs and will pivot just fine with steering cable disconnected, correct?

If so, then problem is cable and/or helm. Does the cable move in/out easy when helm is turned?
What kind of steering does the boat have?

sounds to me like the steering cable moves freely, but not the motor.
he needs remove the grease serts and try squirting penetrating fluid into the pivot shaft thru all areas he can.
rust has set in and it may require pulling the motor apart
it is a good idea to grease all those places regularly to keep that from happening

Cable steering, when I disconnect it from the motor it performs perfect, problem is in the engine

There is only one grease fitting and I have always put plenty of grease in there, there is a pivot point at the top and bottom of the engine where it pivots. I think that is where it is frozen

Look carefully around the shaft supports. Evinrude does HAVE a friction adjustment.
If there is a adjustment screw or bolt. Loosen it completely . To force the motor to swivel around. 2 BIG guys can make the difference.
