Engine wont start

I have a johnson 1976 70 hp engine this is my first boat so im new to the game when i try to start the engine it just clicks i think its my starter but i hope not i put a new battery in and got the same results is there away i can check my starter or could it be something else?

take a screwdriver and touch both side of the relay connection.{relay towards front where battery cables are connected to black round thing) key must be on if the starter turns over then the relay is bad
