Engine turns too easily

I hav a 4 HP Yamaha. It is on a sail boat. I steer with the tiller. Recently, the engine does not stay the course and turns too easily. When I hoist it up on the motor mount, it rotates like a spinning top.

The adjustment screw behind the shaft appears to be locked.

Suggestions would be appreciated.
