ENGINE TIMING

HEY GUYS I REALLY NEED YOUR KNOWLEDGE. I RECENTLY REBUILT A 98 MERCRUISER 3.0 AND PUT IT IN THE WATER TODAY AND IT RAN LIKE S#$T. WHE I ACCRELATED IT BOGGED DOWN AND I HEARD THE VALVES RATTLE ALMOST LIKE A MOTOR DOES WHEN IT IS DIESSELING. AS LONG AS I TRAVELED REALLY SLOW IT MOVED AND IT DIDN'T MAKE ANY NOISE. I TRIED TIMING THE ENGINE THERE ON THE SPOT AND COULD NOT GET THE TIMING MARK AT THE 1-2 DEGREE SPOT. I FOLLOWED THE TIMING PROCEDURES AS OUTLINED IN MY SELOC MANUAL BUT IT IS VAGUE WHEN I USED THE JUMPER WIRE IT HAD NO EFFECT AT ALL ON THE TIMING SHOULD SOMETHING HAVE HAPPEN? I HAVE SPENT ALOT OF TIME AND I AM LOST RIGHT NOW ANY POINTERS?

When you lock the distibutor into base timing, you should notice a distinct drop in RPM and you will notice that the timing mark on the balancer doesn't change constantly when using a timing light. If the mark moves around on you and you are not changing anything. It's not in base timing.
