Engine Tilts/Trims up VERY slow

I dont know much about boats but I am an auto mechanic so I know some basics, I just bought a 87 bass tracker with a mariner 45 on it, 2 TnT cylinders, the prolem is the engine tilts down fine, but tilts up very slow and weak, if I am in the water driving, it wont trim up until I let of the throttle quite a bit. I have changed the fluid and made sure it was full and Im pretty sure its fully bled of ait, there is no skipping it just sounds weak. Any suggestions?

Firstly, apologies for the latest of our first reply to you....

A 4 cylinder with a trim cylinder each side of the engine, and the trim pump inside the boat with 4 hoses going to the cylinders?

First check, make sure the manual release is closed. If the motor sounds weak, it may need to be stripped and re-built (new bushes, commutator cleaned, bearings lubed)...
