I have a 1987 Johnson 225 Looper. At cold start, the engine will start but will periodically surge (every 2 seconds revs up and down). Adjusting the throttle has no effect. I am not sure if pressing on the enricher has an effect. After a while running, the surging will stop, but then when I try and accelerate, the engine will bog down and stall if I don't take the load off the engine. If I am persistent, I can get the boat running normal. It will then run fine and re-start fine till the next outing.
I have new plugs, wires. I did my best to check for air leaks by replacing clamps and tie straps.
Could this be a fuel pump problem?
