engine not operating at full rpms at wot

I have an 1988 bayliner trophy with an sp drive and a 230b engine i hooked a tach and dwell meter to it and it is operating at 4500 rpms at wot I believe it should be at 5400. The engine runs great I have done alot of work to it this season. the prop that is on it is 15L17MWC . I run it in the river during the week and run off shore with it during the weekend. a huge difference in performance and I was expecting that. I want to change the prop but not sure what im looking for in a prop. I am usually loaded full tank of gas and 3 guys running off shore I know I can get more that 13 mph out of her.

Well if you are absolutely positive the engine is right then you need to move this to the prop forum. Also, you say you should be able to go over 13 MPH. How do you know? Do you have any history? Also, it's possible the flotation is water logged and how is the bottom? What size Trophy?
