1987 Volvo 230 surges at 3000 RPM in rough water. Appears to run O.K. in calm water. Sould I rebuild carburetor, install new fuel pump or both.<br /><br />What would cause this to happen only in rough water at high RPM, carburetor floats?<br /><br />Thanks.
