Engine Idle And Power

I have a 4 cylinder 75 hp. mercury. The problem that I have is that it doesn't want to idle smooth and stalls at the dock when I put in gear. It also seems to have a small hesitation during a hard acceleration. Compression in all cyls. is fine. Will run fine with water muffs in driveway. Please help me!
