Engine Bogging Down ??

Hi guys im having a problem maybe someone could help me out , i have a 115 johnson 2 stroke motor 1995 lately i have been having a hard time starting it from the on position only way i could start is if i put it in neutral and give it alittle throttle but just this past 4TH i was out drifting and could not start the boat at one point i finally gave it full throttle the boat ran very sluggish for the trip home i changed it seems to happen when the water is choppy at one point i was able to open her up and she ran fine for a alittle bit it seems like a fuel delivery problem i changed the fuel pump last year so i dont think it's that , any ideas what could be wrong ?? thanks .....

ok what do you know about this motor. how long have you had it. when did this start, and what have you done before and after this. do you have built in tank and fuel/ water separtator? why did you change the fuel pump? did you put a new vro pump on or did you go to premix. is the spark blue, and will it jump 7/16 inch. what are your compression numbers.

I have had the boat for three years know the boat had some gliches but we seem to kink them out the boat has a fuel / water seperator on the boat and the reason why we changed the pump was the vro had a hole in the diaphram i replaced it with the same .. havent checked the spark yet or did compression test .

I forgot to mentioned that the boat is burning alot of fuel to quick also ...
