Electrical problems

Hello everyone I am a newbie....
I have a 1993 Chapparal 180 with a 3.0 liter motor with a yamaha stern drive. The boat has been in my garage all winter. Last year july 4th weekend I noticed that the starter had a crack in the housing and so this winter i ordered a new starter for it and installed it. since the boat was in my garage I didnt bother with starting it up I just turned it over to make sure all was well (little did I know) anyhow now I ready to use it and of course it will not start. The motor turns over and if you take the breather off you can see gasoline dripping into the carb. I have gone as far as taking one of the spark plugs out to see if it was firing and I get nothing. Some told me that it may be the electronic ignition control module. I went to autozone and bought a replacement. (I think it is a replacement it looks the same and the parts guy said it would work. I installed it today and still nothing. I took a test light to it and it is getting power and sending power to the coil. any suggestions?
