"The Wise One" gave good advise. I cleaned contacts and found the negative battery connection "thumb tight" and slightly corroded. I cleaned and tightened it. Then I jumped the starter solenoid and the starter engaged. Tilt & Trim work. The starter will not engage with the ignition switch. There is power to the instrument cluster. The horn honks.
