Electric Shift Shorting Out

Need some help trying to figure out why I have now shorted 2 electric shifts on my boat. I have a 1969 Evinrude 55 HP with the Selectric shift. Got the boat from a guy about a month ago and at that time the shift was out, he had just had the lower unit redone because it was leaking water. I replaced the shifter and worked fine, I checked the lower unit oil and it was milky again. I pulled the lower unit and found that the shift selonoid was not sealed good so I sealed it. I went out yesterday and the electric shift went out again. I now only have forward gear, I know that forward is default for this motor so I am assuming that all this water is some how shorting something out. Could this be the case and can someone tell me how to test the lower unit and shifter to determine; 1. if the shifter is really burnt out, 2. test the 2 wires going to the lower unit to see if there is a short either in the wires or the selonid.

Remove the lower unit. Fill with OMC TYPE C gear oil. Lightly clamp the drive shaft with a vice grip. Groung the case to a 12 volt battery . put the green wire to the positive and rotate the drive shaft as the engine would turn it. A good unit will shift into nuetral after about one turn. Connect the blue and green to positive and it should shift to reverse after a couple of turns. I do this after all work on them.
