Easy way to fix a bad bleed valve?

My 1988 Merc 100 hp 4 cylinder seems to have a clogged bleed valve on the #2 cylinder. It causes a rough idle. These bleed valves are located on the crankshaft. Does anyone know of an easier way to get to these other than pulling the powerhead and completely tearing down the motor?

Also, I once saw a post on this forum from somebody stating they had a mod for the bleed valves but I cannot find it now.

Are you sure these are located on the CRANKSHAFT ???-----What other trouble shooting has been done ?
