Early 70's Merc. 115 Power Problems

I have an early 70's merc. outboard w/ thunderbolt ignition. The boat has stock prop in good condition. I have checked fuel, spark and compression. All appear to be good. The motor will not run any faster that 2200 R.P.M. at full throttle when in the water, drive engaged. I runs great and throttles up just fine out of the water. Does anyone have any suggestions on where I should look next. Are there any components that control the upper R.P.M. ranges?

Hey, Troy. Your engine isn't making torque, which only shows under load. This is classic fuel starvation symptom. Usual suspects are fuel pump, fuel lines, tank pickup, any filters you have in the system.<br /><br />Good luck.<br />JB
