Dt75 no power

So I have 12 volts in the motor and 12 volts on controls, but when we try to start it or use tilt nothing! Died about a week! Don't know what to do. We tested everything. We by passed so it's just power to power and still nothing

Remove, check, clean, grease, tighten battery cables and connections....humid marine environment plays havoc with electrical connections....

Separate the yellow lead at the starter solenoid. Put your VOM + lead on the yellow lead coming from the harness, neg to clean ground. You should have no reading. Turn the ignition to START, you should show 12+/- V. If you don't, re-check your 2 fuses at the engine. If they're okay, go to any GRAY lead at the engine or the control. Turn the key on. As you said, you should have 12V, key ON. Turn the key to START.. I believe voltage will drop to 0.Take a jumper cable and run it from the battery NEG to a clean ground on the engine. If the engine tilts, you have a break in the NEG cable. If the engine still won't tilt, . move the jumper from the block to the inbound POS on the solenoid and the POS on the battery. If it tilts then, you have a break in the POS cable.
