The best way is to position the motor where you want it and clamp with C clamps then use a 1/2 inch spade bit and feed it thru the transom mount. You may need a bit extension for the drill to clear the transom mount to be able to get right through. Try to keep the correct angles on the drill so that the bolts will be straight going through. After drilling release the motor to allow access to the holes to put sealant in and around the faces of the holes. Reposition the motor and screw the bolts thru the holes. This will allow some the sealant to stay in the holes and form around the bolt.
