Dry plugs

I rebuilt carburetor on 18hp 63 Evinrude and can’t get any fuel to plugs. I replaced everything. I checked Float its level needle is dropping out of seat when float is lowered. I have pulled all fuel lines and all are clear. I removed carb and cleaned twice today just to make sure there are no blockages I can’t find anything. Primer Bulb gets very hard. Motor has new fuel pump. Any ideas on what I’m over looking??? I get great spark but plugs stay completely dry. Before I had this problem I was getting way to much fuel to plugs now I’m not getting any. Any ideas will be greatly appreciated.

Howdy, '63 Rude.<br /><br />Spray some fuel mix into the carb when you try to start her. If she fires for a few seconds you have a plugged up carb.<br /><br />You wouldn't be the first guy who scoured a carb to pristine beauty and didn't get some gum out of an orifice.<br /><br />Good luck. :)
