Drain plumbing

1997 Chris Craft Ultra 21 BR. Swim deck ladder has a water well in the swim deck with an apparent drain. I found it's draining into the bilge area. Seems strange that an outside well subject to rain and wake water back splash could enter this well and drain into the bilge. Thinking there’s missing plumbing to the interior water drains but it’s in a very difficult area to follow any plumbing? Anyone heard of this or have diagrams of interior plumbing? any help would be greatly appreciated.
