Does this look like it needs to be decarbed?

I dont have a ton of experience with looking at carbon buildup in outboards. Does this look like it needs to be decarbed or is it in good shape?

I took this video last year because i was having intermittent running issues and wanted to do a visual inspection and replaced the head gasket at the time. Turns out i had a failing power pack. It has since been replaced and everything is running well now.
