does the choke test rule out a fuel delivery issue?

Motor only bogs down when hot. For the first 15 mins runs perfect and then bogs down, and will occasionaly return to normal throughout the day (maybe once or twice usually after resting (after fishing for a while).

Read on a forum that if a outboard suffers from bogging down at the medium to high revs bracket: if one puts the choke on and the revs dont rise or the motor shuts off the problem is not fuel starvation?

My mercury 402 year 1974 has this issue

+ 1 on the ignition, look at the stator, thats classic symptoms of it failing.
