Does my outboard need a pee hole?

I swapped a 86' to for a broken 89' powerhead. The 89' did not have a pee hole exiting the engine but I noticed the 86' does have a pee hole right next to the thermostat. Is it necessary or should I plug it and allow more water to run throughout the engine at running speeds?

No don't plug.
Drill a hole and use it.
It's there to warn you if there is a problem.

Thanks, I just thought that that preassure would be better used pushing water through the engine...
