Does my boat have two thermostats?

Older engine 305. Inside the Thermostat housing base it looks like it should have two thermostats, should it?

Old as in ??????. It is a '78 boat so assuming '78 engine. Still trying to figure out what the heck it is. The top of the thermostat housing looked like it had a thermostat in it before but there was only one in the bottom, so I figured I would ask.
