Does a new rebuild need a decarb?

I'm planning to rebuild a 1985 140 VRO.<br />The mechanic wants to do a winterization at the end of the season that includes a decarb. Is this really necessary since the engine with rebuild would only have a max of 10-20 hours.

maybe his thinking is with the double oil needed for break-in, it would be best to get rid of the carbon right off. Not really nesessary, but can't hurt!
