I think the topic has been discussed here - maybe about a million times allready! Even if it's not required in your state, do yourself and fellow boaters a favor and take a course - even an online course is better than nothing. Knowing the rules of the road, boating etiquette, and basic safety will go a long way toward your enjoyment on the water.
It's pretty bad being on the water and being yelled at by everyone if you didn't even know what you did wrong. In some areas, PWC operators have a reputation of being pretty big jerks. You can help improve that reputation as well as get along better with other boaters if you're aware of what's expected. The safety issues are also really big. No courses will teach you everything but they all go a long ways to making you aware of the your safety as well as the safety of those around you.
You won't be disappointed by taking a course. Required or not, it's the responsible thing to do.
