The older timer base does not superceded to the 1989/1990 timer base. When OMC went to the single power pack in 1989, the engines came with a quickstart feature. That feature advanced the timing slightly till the engine warmed up to around 96 degrees. Likely this feature makes the timer bases incompatible with each other.
