did my lower unit seals die?

Not that I don't have enough problems going on, as I was working on getting the carburetor solved I noticed I had oil dripping from my skeg. Raised the motor up to get a better view and the area around the prop was covered in what looked like greyish mud, but greasy. The other picture won't upload, but heres one with the prop off.

Loosen the drain plug and let a little out to see what it looks like. When was the last time it was changed?

i changed the oil about 3 weeks ago. did not replace the seals and impeller though
the oil draining is the same color. water is also in it. much less viscous though. I'm guessing it is getting the muddy texture from the grease on the propeller shaft?
