Ok so after months of tinkering and then finally a motor swap...then pumping water out of the fuel tank. Then re-sealing the carbs i am finally out enjoying the water. Im in Bradenton,fl so the world is my oyster. I took the boat out running about 30mph at 4200rpm. Still have another 1500rpm to explore 
I would just like to thank anyone who helped me or advised me out how to handle certain situations. Had a pod of dolphin in front of me today sat and watched like 6 of them feed on a school of fish. GOOD DAY TO BE A BOAT OWNER!!!!
