DF 2.5 Fuel Shutoff ??

DF 2.5 4 Stroke. Year 2013 - Mint condition.

My question regarding the fuel shutoff -- when I store the engine, I turn the fuel shutoff to stop fuel flow letting the engine run and starve of fuel... She eventually stalls.
I added a small fuel filter after the shutoff and I clearly see that the fuel filter is full of fuel.
Shouldn't the fuel be completely empty from the carb ?
Whats the point otherwise ? With the issues of ethanol/fuel I want the carb empty, lines, bowl, carb, etc of fuel...
Am I missing something ?

Better mousetrap ?

I'm guessing that after you close the fuel shutoff as the motor is pulling fuel a vacuum is being created in the fuel line preventing the fuel filter/ line from completely being drained of fuel. Why don't you just add a fuel stabilizer.

Fuel stabilizer in my opinion is a false security. I doh use the blue STABIL in everything. I prefer when not is use, to have no fuel in system - this way I know I won't have ethanol/fuel related issues. I have (6-8) 2 and 4 strokes engines in my life and although its a hassle, I dump the fuel after each use and run dry. It has saved me a lot of tough starts and hassle. Most of these engines I use infrequently - just like this 'lil 2.5 kicker that maybe will get used used 1-2x a year.

I was hoping the fuel shut off would truly cut the fuel so I would have none in the lines and carb.

Aside from using TruFuel, or dumping the fuel - what's an option ?

Note - I have a 4hp, 1972 Evinrude that will be replaced by this 2.5 just because the 2.5 is much NEW'er. I have always detached the fuel line and run dry on this Evinrude, for over 20 years and it starts on 2-3 pulls. I subscribe to - " if it works, keep doing it.... "
