Bulb stays soft. If I do not pump it, it will starve for fuel after a couple of minutes at high rpm. When I look at the fuel filter, it is 1/2 full of gas and 1/2 full of air. Pumping the bulb fills the filter. it will run for a while and then the same thing happens. It seems worse in rough seas. Bulb was replaced last year. Thanks

Sounds like an air leak some where in the system. Check all connections, or even replace the hose. You didn't say how old your boat or fuel system is.

Ethanol can cause deteriation of the hose as well as some older tanks.

Symptom indicates air leak, faulty fuel pump or something in the tank blocking the pick up tube when the pump sucks the fuel. May not block when pumping with the bulb.
